Paolo Obias is a principal evaluation specialist at ADB’s Independent Evaluation Department (IED) specializing in the evaluation of private sector operations. Paolo has 23 years of experience spanning credit risk management and evaluation in the areas of structured finance, project finance, financial institutions and private equity funds. Paolo contributed to the evaluation of ADB’s support for Public-Private Partnerships that was published in 2020. Before joining IED in 2019, Paolo was a principal risk management specialist in ADB’s Office of Risk Management, where he played a key role in managing the risk of a portfolio of private equity funds.

Prior to joining ADB, Paolo was a Managing Director in Moody’s Investors Service in New York, and was responsible for the assignment of ratings to Asset-Backed Commercial Paper and Commercial Mortgage-backed Securities. Paolo earned an MBA from the University of California at Berkeley, and a BS in Management Engineering from Ateneo de Manila University.
