Douglas Glandon
Lead Evaluation Specialist, 3ie

At 3ie, Dr. Glandon leads and quality assures impact evaluations, systematic reviews, evidence gap maps, and replication studies. He has 13+ years of experience in health systems governance and financing, strategic and operational planning, organizational development, and theory-driven evaluation in low-and middle-income countries (L&MICs). In prior roles, Dr. Glandon served as an advisor to the Fiji Ministry of Health for strategic planning, monitoring and evaluation, research, and learning. He also served as Resource Tracking Strategy Lead for USAID’s flagship health systems strengthening program Health Systems 20/20, where he oversaw the collection, analysis, and policy translation of health expenditure data to inform national health financing reform in L&MICs. He has a PhD in Health Systems from the Johns Hopkins Bloomberg School of Public Health, Master’s in Public Health from the Tufts University School of Medicine, and Bachelor of Arts in International Relations and Community Health from Tufts University.
