ACCOMMODATION

Each participant is provided with a single occupancy room (inclusive of breakfast) at the Hotel Villa Fontaine Grand Tokyo - Shiodome.

ADB and NTA will settle ONLY the standard room charges (single occupancy) for the duration of your stay. ADB and NTA will NOT pay for the costs incurred by persons accompanying the official participant. A maximum of 2 guests per room is allowed, but with an additional charge under the participant’s own account. Please inform the hotel receptionist if an additional guest is accompanying you. Extended stay due to personal reasons/preference will also be at participant’s own account. These are to be settled upon check-in. For participants funded by ADB, please coordinate with Marge Javillonar (mjavillonar@adb.org) for any changes in your hotel arrangements. The individual hotel confirmations were already sent to all participants. If you have not received yours, please contact Luisa Andrion (landrion.consultant@adb.org). For participants funded by NTA, please coordinate with ics@nta.go.jp for any changes in your hotel arrangements.

AIRPORT TRANSFERS AND DIRECTIONS

AIRPORT TRANSFERS

  • Airport transfers WILL NOT be arranged nor provided by the organizers. Please refer to the guidance below.
  • Tokyo has two main airports, Narita and Haneda. Please check your e-ticket to know which airport you will be arriving to/departing from.

AIRPORT LIMOUSINE BUS

  • Both Narita and Haneda limousine bus services to Shiodome are currently suspended or unavailable. You may check the limousine bus website for any updates. You are advised to use rail instead (please refer to the next bullets).

RAIL/TRAIN

  • From Narita Airport (options 1, 2 and 3)   

     

    NOTES: (a) This line is operated by the private company Keisei Electric Railway, so it is not covered by the Japan Rail Pass (JR Pass).

    (b) Please refer to Narita’s Airport Access Navigation to simulate possible train schedule on the day of your arrival. Please put Shimbashi (nearest station to the hotel) for the destination from airport.

         

    • From Haneda Airport (Options 1 and 2)

         

    • The above are just a few possible options but are the more direct routing. There are other options you could take by checking the timetables when you arrive at your assigned airport. You can use the free Wi-Fi available in both Narita and Haneda airports. You are advised to check before you leave the terminals. You can do a Google search to provide real-time schedules and routings. Sample here. You can also download and use Google Maps.
    • From Hotel to Airport
      You can take the same route (reversed) you took when you arrived at the hotel on your departure. The hotel’s concierge can also provide helpful tips and suggestions.

    • If the timetable of trains does not suit your flight schedule, please email Keiko Okaniwa (kokaniwa@adbi.orgor Hiromi Ishimaru (hiromi.ishimaru@nta.go.jpfor transportation guide from airport to hotel and hotel to airport, or check the websites for Narita Airport and Haneda Airport.

    EARLY REGISTRATION

    • Early Registration will be on Sunday, 26 March 2023, at the hotel lobby from 5:00–7:00 p.m.  
    • Upon registration, you will be provided with a Welcome Kit that includes the following: workshop tote bag; folder containing your ID, final program, information note, participants’ directory, resource speakers’ profiles, and white envelope for your boarding pass(es), and some travel guides. Additional documents may be distributed during the workshop.

    DIRECTIONS TO THE VENUES (ADBI/COCKTAIL RECEPTION/WELCOME DINNER)

    • From 27 to 29 March 2023 between 8:30 to 8:45 a.m., the ADB Secretariat and NTA will meet you in the lobby of the hotel.

    • BUS TO ADBI. NTA will provide bus transport to ADBI. The buses will be parked outside the hotel to ferry the participants to ADBI. Please be in the lobby area promptly. The buses will leave the hotel at 8:50 a.m

    • BUS FROM ADBI. NTA will also provide bus transport from ADBI to the following routes:
      • from ADBI to ANA InterContinental Tokyo for the Welcome Dinner on Day 2; and
      • from ADBI to hotel on Day 3.
      • On Day 1, from ADBI to the Cocktail Reception at Botan no Ma, 37F Common Gate West Building, Kazan Kaikan, workshop participants, together with the Secretariat, will walk to the venue (4-minute walk).

      • There will be no bus transport provided after the Cocktail Reception (Day 1) and the Welcome Dinner (Day 2) to the hotel. Participants may opt to do the following:
        • TRAIN
          • From Kazan Kaikan. Walk 5 minutes towards Toranomon Station and take the train via Ginza Line to Shimbashi Station. Walk 10 minutes towards the hotel (you may use Google Maps for directions and train times).
          • From ANA InternContinental Tokyo. Walk 2 minutes towards Tameikesanno Station and take train via Ginza Line to Shimbashi Station. Walk 10 minutes towards the hotel (you may use Google Maps for directions and train times).

        • TAXI. Participants may opt to share a taxi with other participants to save on cost. Taxi fare would be around ¥810–¥1,000/way. Travel time is around 7 minutes.

        • BY WALKING. You have the option to walk towards the hotel for 26–27 minutes (approx. 2 kms) if you wish to enjoy the night scenery and explore the area. Please see the maps below for directions. We highly suggest that you download the Google Maps app on the App Store (for iPhone) and Google Play (for Android).

        DAILY REGISTRATION

        • Daily Registration will start at 9:00 a.m. Each participant is required to sign the attendance sheet every morning beginning 27 March 2023 until 29 March.
        • Please wear your IDs at all times at the Workshop venue for security purpose and easy identification.

        TRAVEL CLAIMS AND ALLOWANCES

        For ADB-funded participants:

        • ADB will provide participants with a reduced daily subsistence allowance (DSA) in accordance with ADB guidelines and rates for the duration of your official stay (computed from your first day in Tokyo until 29 March 2023). Deductions were made as your hotel accommodations will provide daily breakfast, while the Workshop will provide daily morning and afternoon snacks, lunches, and dinners (cocktail reception on Day 1 and welcome dinner on Day 2).
        • ADB will also provide a fixed lumpsum amount for miscellaneous travel expenses allowance (MTE) to cover airport transfers, local transport, visa fees and any other miscellaneous travel expenses.
        • To facilitate the disbursement of your DSA and MTE allowances, please submit to Marge Javillonar (ADB Secretariat) your boarding pass(es) on Day 1 during session breaks and lunch break (as per program). For those who paid for their airfares, please also submit the original receipt of payment. We shall impose a no documents, no allowance policy. Please use the white envelope provided with your Welcome Kit when submitting your travel documents to ensure orderly submission.

        For NTA-funded participants:

        • To process reimbursement of your airfare, please submit your boarding pass/es (from your country to Japan) to Hiromi Ishimaru on Day 1 during session breaks and lunch break. Please use the white envelope provided with your Welcome Kit when submitting your travel documents to ensure orderly submission.

        • After the Workshop, please do not forget to send a scanned copy of your boarding pass/es (from Japan to your country) by email to Hiromi Ishimaru (hiromi.ishimaru@nta.go.jp) upon return to your country. Your prompt submission will be appreciated.
        • ADB will provide NTA-funded country nominated participants with a reduced daily subsistence allowance (DSA) in accordance with ADB guidelines and rates for the duration of your official stay (computed from your first day in Tokyo until 29 March 2023). Deductions were made as your hotel accommodations will provide daily breakfast, while the Workshop will provide daily morning and afternoon snacks, lunches, and dinners (Cocktail Reception on Day 1 and Welcome Dinner on Day 2).
        • ADB will also provide a fixed lumpsum amount for miscellaneous travel expenses allowance (MTE) to cover airport transfers, local transport, visa fees and any other miscellaneous travel expenses.
        • To facilitate orderly distribution of allowances, NTA-funded country nominated participants will receive their allowances on Day 2, as ADB need to validate with NTA first on the submission of boarding pass/es. Please approach Marge Javillonar (ADB Secretariat) during session breaks and lunch break (as per program).
        NTA and ADB shall impose a no documents, no reimbursement/allowance policy.

        COCKTAIL RECEPTION AND WELCOME DINNER

        • COCKTAIL RECEPTION. ADBI will host the Cocktail Reception on Day 1 from 6:00–8:00 p.m. at the Botan no Ma, 37F Common Gate West Building, Kazan Kaikan. It is a 4-minute walk from ADBI.

        • WELCOME DINNER. NTA will host the Welcome Dinner on Day 2 from 6:00–8:00 p.m. at the Cascade Café, ANA InterContinental Tokyo. NTA will provide bus transport to the venue.

        • No bus tranport to hotel provided after each event. Please refer to bullet #5 under Directions to the Venues.

        OTHER USEFUL INFORMATION


        • Foreign Exchange
          There are banks and ATMs in all airport terminals where you can exchange major currencies to Japanese Yen (¥).
          USD and Euro can be exchanged at the Post Office located on the 3rd floor of the Kasumigaseki Building.
              Please bring your passport when exchanging foreign currency.
          Major currencies may also be exchanged at most hotels, banks and authorized money changing shops.
              Major credit cards are accepted in most hotels, restaurants, and major shops.
        • IC Cards
          IC cards are rechargeable cards that can be used to conveniently pay fares on public transportation and to make payments at many vending machines, shops and restaurants. IC cards can be purchased at ticket machines and ticket counters of the issuing railway companies. The initial cost consists of a refundable deposit of 500 yen plus an initial amount (typically 1500 yen) to be charged onto the card.

              
                                    


        Suica is the prepaid IC card by Japan Rail (JR) East for JR trains in the Greater Tokyo, Niigata and Sendai regions. A special version of Suica, called Welcome Suica, is available to foreign tourists. The special cards are valid for only four ks, come without a deposit fee, but do not allow refunds.
                     
                                


        Pasmo is the prepaid IC card of Tokyo's railway, subway, and bus operators other than JR. A special version of Pasmo, called Pasmo Passport, is available to foreign tourists. The special cards are valid for only four weeks, come without a deposit fee, but do not allow refunds.

Websites with discount vouchers are also available such as Klook and KKDay where you can purchase discounted tickets for rail, bus and taxi, and portable Wi-Fi rental.

          • Tipping
            Tipping is not customary. It is not expected in any situation and attempting to tip may cause embarrassment or be considered insulting. A service charge of 10–15% may be added to the bill at hotels and restaurants.

          • Voltage and Electrical Outlets
            Japan Electricity: Voltage 100 volts, Frequency 50/60 Hz
            “Type A” electrical outlet (or NEMA 1-15) is the main power plug used. It is a simple plug with two flat parallel pins or blades. These are the most common plug types used:


          • Temperature
            The temperatures in Tokyo in March are quite cold with temperatures between 5°C and 18°C, warm clothes are a must. You can expect rain during the week of the workshop, so please wear appropriate clothes and bring an umbrella or raincoat with you.
