Agenda for the 2026 Forum

The Asia and the Pacific Transport Forum 2026 will focus on how developing member countries can strengthen transport planning, investment, and delivery in line with national development objectives. Reflecting the Forum theme From Priorities to Actions, the agenda draws on ADB’s operational experience to focus on how finance, knowledge, and partnerships support implementation and delivery.

Discussions will center on practical delivery challenges and solutions. Sessions will examine how transport systems can expand access, improve safety, manage risks affecting system reliability and continuity, and enhance performance through effective project design, financing arrangements, and institutional systems. The emphasis will be on what enables implementation in practice, rather than on aspirational frameworks alone.

The Forum agenda follows a clear progression: from policy direction to financing and institutional readiness, to project delivery and operational performance.

In line with this progression, APTF 2026 will:

  • Examine how countries are translating priorities into national transport strategies, policies, and investment programs
  • Share experience from planning, financing, and delivering transport investments, with a focus on what enables effective implementation 
  •  Explore how policy reform, institutional capacity, and investment pipelines can be aligned to support delivery at scale 
  •  Discuss approaches to engaging the private sector, including financing structures, risk-sharing, and public–private partnerships 
  •  Highlight results-based and program-based approaches that complement project investments and support sustained reform 
  •  Showcase ADB transport initiatives, tools, and partnerships that support evidence-based decision-making and country-led implementation

The agenda will reflect ADB’s sector and cross-cutting priorities and will be led by the Transport Sector Office, in coordination with relevant sector and thematic teams.
