The SHAP Initiative aims to reduce powered two- and three-wheeler deaths and injuries in Asia-Pacific by promoting access to safe, certified helmets. It aims to support countries in improving helmet policies, enforcement, and awareness through regional collaboration and shared expertise. The Initiative is led by the FIA Foundation, an ADB Asia-Pacific Road Safety Conference partner.

The SHAP Initiative’s inaugural meeting will take place on 11–12 September 2025 at ADB Headquarters in Manila, following the Asia-Pacific Road Safety Conference. The event will gather governments and partners to exchange best practices and launch coordinated efforts for helmet safety in the region.
