INFORMATION NOTE


The Asian Development Bank (ADB), Asian Development Bank Institute (ADBI), and SOAS University of London welcome you to the Conference on Accelerating Climate Action in Asia: Fiscal Policy Solutions. Please refer to this page for event guidance. Participants are expected to attend all conference days. While the conference does not charge a registration fee, it is a closed event and requires pre-registration.

1. Visa and entry requirements
Check whether you will require a visa to enter Japan.

Ensure that your passport is valid for travel (more than 6 months from the date of arrival) and that you have sufficient blank pages for the necessary immigration stamps on your passport to enter Japan or any other country you may be visiting or transiting through. 

Inquire directly to the Japanese Embassy in your respective country well in advance regarding visa requirements, additional documents, and submission process (interview may be required). For speakers requiring a visa, please coordinate with the Conference Secretariat for visa documentation assistance as early as possible.

2. Event-related Information

a. Conference Venue

  • ADBI is located on the 8th floor of Kasumigaseki Building.
  • The conference will be held at Peter McCawley Meeting room
  • Kasumigaseki Building has a convenience store, restaurants, and cafes on Level B1.

Nearby landmarks are Hibiya Park (a large public park perfect for a relaxing stroll), National Diet Building (the seat of Japan’s government), and Imperial Palace (a historic site with beautiful gardens).

A convenience store, where you can buy basic food and drink, is located on the 1st floor of the ADBI building. It is one floor below the lobby floor, (take the escalator, not the elevator).

b. Registration
Upon arrival at ADBI, delegates should proceed to the ADBI reception desk on the 8th floor to sign in. 

c. Working language of the conference
The workshop will be conducted in English. No translation/interpretation services will be provided. All documentation will also be in English.

d. Conference presentations
Presentations will be shared electronically to promote a more sustainable conference.

3. Meal arrangements for pre-registered participants
Lunch on 9–10 July will be provided free for all participants.
Coffee and refreshments will be provided in the morning and afternoon.
All other meals not mentioned above will be at the participant’s own expense.

4. Travel

a. Air tickets
ADB-sponsored speakers are responsible for arranging travel to arrive in Tokyo no later than 8 July 2025 to attend both conference days. Please send a copy of your final flight itinerary to the Conference Secretariat for monitoring purposes and to ensure airfare costs are within ADB ceiling. 

ADBI-sponsored speakers will be provided with the most direct roundtrip ticket, subject to ADBI policy.

b. Immigration (“Visit Japan Web” Registration)

5. General Information

a. Internet
ADBI will provide wireless internet access for conference participants. An access code will be posted at the venue.

b. Proper behavior and attire
Proper behavior is always expected for the participants’ stay in the host country related to the event organized by ADB and ADBI. Participants are expected to wear business attire for the duration of the conference and must observe proper conduct, respect, and decorum as expected by the host country and in accordance with ADB’s Code of Ethics. Participants will be personally liable for any form of behavior unacceptable to the host country/host agency; to ADB and ADBI; or to any person during and until departure from the host country.

c. Consent to use without permission or compensation
This event may be photographed, or video recorded by organizers. By participating in the conference, participants thereby consent to the possible use of their name, picture, voice, comments, or presentations in any media, video-sharing websites, recordings, disseminations, or other external affairs purposes for the organizers without compensation and permission.

e. Financial and administrative arrangements
ADB and ADBI will not assume responsibility for expenditures such as:

  • salary and related allowances for the participants during the period of the conference;
  • costs incurred by participants in respect of travel insurance, accident insurance, medical or dental bills or hospitalization fees in connection with their attending the conference;
  • compensation in the event of death or disability of participants in connection with their attending the conference;
  • any loss or damage to personal property of participants while attending the workshops or losses or damages claimed by third parties because of negligence on the part of the participants; and 
  • any other expenses of personal nature not directly related to the purpose of the conference. 

f. Climate/Weather
In July, you can expect Tokyo to be quite warm and humid. Temperatures may range from 25°C to 30°C with high humidity, making it feel warmer than the actual temperature. There’s a chance of rain, as July is part of Tokyo’s rainy season. Stay hydrated, wear light clothing, and carry an umbrella or raincoat.

h. Electricity supply

The voltage in Japan is 100 Volt, which is different from North America (120V), Central Europe (230V) and most other regions of the world. Japanese electrical plugs and outlets resemble North American ones. Plugs come in various versions, but most commonly they are non-polarized and ungrounded with two pins. Grounded pins come either with three pins or with two pins and a ground wire. Plug types: A and B. Plug type A is the plug which has two flat parallel pins and plug type B is the plug which has two flat parallel pins and a grounding pin. 

 

i. Currency and banking
Currency exchange services are available at airports, major hotels and money changers. ADBI is not able to provide currency exchange services. ATMs are in several locations, but many do not accept foreign cards.

j. Credit cards
Major credit cards are widely accepted at hotels, restaurants and some shops. Visa, MasterCard, American Express, and Diners Club are commonly accepted. Some restaurants and many small shops accept cash only.

Some taxis in Japan still accept cash only.

k. Tipping
Tipping is not a custom in Japan at hotels, restaurants, taxis and for other services. In some cases, a service charge of 10–15% may be added to the bill at hotels and restaurants.

l. Smoking
There is a Smoking Area on the lobby floor of the ADBI building. Smoking in other areas is not allowed.
