Sitalingi Payne is currently the Maritime Port and Shipping Adviser, with the Geoscience, Energy and Maritime (GEM) Division of the Pacific Community (SPC). Prior to taking up that position in 2018, he was the Maritime Port Security Adviser with the Economic Development Division (EDD) for four years. In his current position, he worked with SPC member countries in the development and implementation of the Green Pacific Ports Initiative, the Pacific Ports Vision 2030 – 2050 and its recognition framework. 

Prior to joining SPC, Sitalingi was with the Ports Authority Tonga (PAT) for more than ten years as head of the security division leading the implementation of the ISPS Code at the Port of Nuku’alofa. Before that he was an assistant secretary at the Tonga Ministry of Marine and Ports for five years. He has senior management experience, policy design and advice, and project management and implementation.

His academic qualifications include a Master of Science in Maritime Affairs, a Master in Transnational Crime Prevention, a Diploma in Shipping, Ports and Transport Management, and a Bachelor of Art degree.



Talofa (Hello) my name is Silalomanu Peta Isaia, and I am the Assistant Manager for Port Operations Division within the Samoa Ports Authority. I have been with the Authority for seventeen (17) years, starting as an Officer exceeding to the position that I am currently holding. I have gained extensive knowledge and experience with all operations performed on the Port and the technical components of my job throughout this time, together with some Trainings that I participated in, in Japan and also online. 

I am now involved in one of the projects undergoing for our Port namely Green Port as the Lead Ambassador (Champion).

I have a Bachelor of Arts degree from the National University of Samoa as well as a Post Graduate Diploma in Development Studies. As the head of our church's youth team, I also mentor young people and work with community members to develop leadership skills.

My goal is for the Green Port Initiative to be successful so that Apia Port would be an environment- friendly, secure and safe for all its users and operations/activities. 



Luo Wenbin, Professor-level Senior Engineer, Ph.D. of Tsinghua University and Visiting Professor of Tongji University. He is General Manager of the Engineering and Equipment Department of Shanghai International Port Group (SIPG). He served as Deputy General Manager of Shanghai Harbor Engineering Corporation and Deputy General Director of the Engineering Construction Headquarters of SIPG. He has long been engaged in the infrastructure planning and construction, equipment technology, environment and energy in the port field. He has won the Grand Prize of Shanghai Scientific and Technological Advancement Award, the Grand Prize of the Science and Technology Award of China Port Association, the First Prize of the Science and Technology Award of China Institute of Navigation, and published five monographs.

Presentation Description:

The port and shipping industry has an important position in maintaining the stability of the global supply chain. The Port of Shanghai has ranked No.1 in the world in terms of container throughput for 13 consecutive years. After years of active exploration and practice, remarkable achievements have been reached in green port construction. This presentation introduces the overview of the development of Shanghai Port, focusing on the application and prospect of cutting-edge technologies for sustainable development of green port.




Wahyu Cahyo Utomo is the Vice President of Port Equipment from 2019 – 2021, Pelindo 3 Surabaya and currently the Department Head of Port Equipment Planning since 2021, Pelindo HO Jakarta.



Nguyen Dinh Thang is the Director of Business Division of Port of Hai Phong Joint Stock Company, the largest and most advanced port operator in Northern Vietnam with nearly 150 years of history.

Prior to taking this role in 2021, he was assigned to different important positions, namely Vice Director of Chua Ve Terminal, Vice Director of Tan Vu Terminal, Director of HPH Logistics Company, etc. where he showcased his outstanding leadership, strategic vision, and deep insight into the maritime sector, and attained remarkable achievements.

With more than 20 years’ experience in port operation and management, he always strives for unmatched services and exceptional experiences for customers and sustainable, comprehensive development of the Company.



Shri Unmesh Sharad Waghhas a 22-year career in the Indian Revenue Services (IRS), a 24year career in government service, and a 3-year career in the private sector. Currently serving as the Deputy Chairman of the Jawaharlal Nehru Port Authority in Navi Mumbai, Mr. Wagh looks after the overall management of the JNPA. At JNPA, his contribution has enabled the port to be at par with the global standards and promoted modernization of the port through various EoDB initiatives. He also holds the role of Director (Operations), IPGL, where he is responsible for the Shaheed Bahishtee Port in Chabahar. 

Mr. Wagh joined the Indian Revenue Services in 2000 as an Assistant Commissioner in the Central Excise and Customs Department in Jalgaon, Maharashtra. From 2000 to 2004, he worked as an Assistant Commissioner in the Central Excise and Customs Department in Jalgaon, Maharashtra. Before joining the IRS, he served for the Maharashtra government and Ministry of Railway, Government of India. 

In the Ministry of Finance, he has served as Under Secretary, Tax Research Unit (TRU) and Director Excise. Additionally, he has worked on deputation to the Ministry of IT & Communication, Home and Coal in Delhi.  

Mr. Wagh holds BE (Mechanical) degree from COEP Pune, MBA (Materials) & MBA(Finance) from the University Department of Management Science (PUMBA) University. He has a varied experience in policy formation, intelligence gathering for national security issues, taxation, and legal matters. 

He is known as a proactive, hands-on professional who can swiftly identify problems, devise tactical plans, initiate change, and implement effective programs in various demanding and diverse contexts—he has excellent interpersonal and team management abilities and a good communicator.



Zhengni Yang is a technical officer from the Partnerships Section of the Department of Partnerships and Projects in IMO. She is on secondment from Shanghai Maritime Safety Administration. She served as a second officer onboard patrol ship HAIXUN 01 of Shanghai MSA. 


 


Tanya Ferry has held senior environmental management roles in ports for more than 20 years, working to promote sustainability by educating and upskilling stakeholders across the maritime industry. She advises on the coordination and implementation of the port environmental work, statutory protection and improvements working to promote sustainable port operation, to improve stakeholders understanding of the contributions to the environment by the port industry and environmental considerations of an estuary port. Tanya works within environmental management with a particular focus on the water environment. Her roles have involved interpreting a wide range of regulatory compliance for a wide range of activities and sources. 



Lisa Wunder is a Marine Environmental Manager in the Port of Los Angeles’ Environmental Management Division. In this role, Ms. Wunder supervises the operation of the air quality, hazardous material/site remediation, and California Environmental Quality Act sections, and supports the Director of Environmental Management
