Asia and the Pacific Transport Forum 2022 - Pre-Forum Events

Asian Transport Outlook In-Depth Webinar
Tuesday 29 March | 2 p.m. – 4 p.m.

ADB launched the Asian Transport Outlook (ATO) to provide a comprehensive knowledgebase on transport infrastructure, operations and policies in Asia and the Pacific. The ATO was developed to support the planning and the delivery of transport assistance by the ADB and to serve as a resource to the ADB Developing Member Countries in their efforts to develop the transport sector in a sustainable manner. The ATO is, however, also an important tool to assess how well aligned policies and investments in the transport sector  are in the Asia and Pacific region with relevant transport targets under the Paris Agreement on Climate Change and the Sustainable Development Goals (SDGs).  This pre-event will give an overview of information available in the ATO and discuss how the ATO can be used to: (a) transform transport assistance in the ADB and other bi- and multilateral donor agencies to ensure its alignment with the Paris Agreement, (b) to scale up the adoption and implementation of transport related targets under the SDGs, (c) accelerate the implementation of the Aichi 2030 Declaration on Environmentally Sustainable Transport.  The pre-event is being co-organized with the United Nations Center for Regional Development (UNCRD), in its capacity as the secretariat of the Regional Environmentally Sustainable Transport Forum.

Road Asset Management and Decarbonization Toolkit, Special Webinar
Tuesday 29 March | 2 p.m. – 4 p.m.

The road sector represents the overwhelming majority of land transport infrastructure and services in most countries in Asia and the Pacific and provides numerous social and economic benefits. Any gains made now in reducing emissions in the road sector will benefit from a large multiplier effect and can contribute very significantly to achieving carbon neutrality in the long-term. Emission gains from roads is possible during construction, use, maintenance and end of life phases. This session presents and discusses a toolkit that has been developed based upon the Highway Development and Management system (HDM-4), to estimate the full lifecycle carbon emissions associated with road transport. The toolkit covers both works-based and traffic-based emissions, and can be applied at network and project levels to investigate implications of Avoid-Shift-Improve road decarbonization policies and strategies.

Speakers:
  • Michael Anyala, Senior Road Asset Management Specialist, East Asia Regional Department, ADB
  • Ian Greenwood, Consultant, Greenwood Associates Infrastructure Consultants, NZ
  • Eric Stannard, CEO of HDMGlobal / HDM-4 Expert, University of Birmingham, UK

From the technical point of view, it covers data acquisition and data analyses targeting for time sequences. Based on this track behavior can be understood and thus predicted. Based on average behavior and thus maintenance frequencies (Standard Element Approach) life cycle cost can be calculated enabling economic evaluation of different track investment and maintenance strategies. The implementation of this procedure will be presented on the example of the Azerbaijanian railway.
