INFORMATION NOTE
 

The Asian Development Bank (ADB) and the ASEAN+3 Macroeconomic Research Office (AMRO) welcome you to the Conference on “Fiscal and Monetary Policies in Developing Economies for Navigating Fragmentation Risks”. Please refer to this page for event guidance. 

Participants are expected to attend all conference days. While the conference does not charge a registration fee, it is a closed event and requires pre-registration. 

  1. Visa to enter Singapore
    Check whether you will require a visa to enter Singapore.

    Ensure that your passport is valid for travel (more than 6 months from the date of arrival) and that you have sufficient blank pages for the necessary immigration stamps on your passport to enter Singapore or any other country you may be visiting or transiting through.

    Inquire directly with the Singapore Embassy or Consulate in your respective country well in advance regarding visa requirements, additional documents, and submission process. General guidance for visa application can be found here:

    Participants are expected to process the necessary visa(s) required for transit cities (if applicable) and to enter Singapore on their own. Upon request, ADB may furnish a Note Verbale to assist in visa application. 

  2. Event-related Information

    a. Venue and registration 
    The conference will be held at Ballroom 1, Level 3 of the Amara Singapore Hotel, 165 Tanjong Pagar Road, Singapore 088539.

    All conference participants must verify their identity at the ballroom entrance.

    b. Working language of the conference
    The conference will be conducted in English. No translation/interpretation services will be provided. All documentation will also be in English.

    c. Conference presentations
    Presentations and conference documentation will be shared electronically to promote a more sustainable conference. 

  3. Meal arrangements for pre-registered participants
    Sponsored accommodation includes breakfast.
    Lunch on 28–29 July will be provided.
    Coffee and refreshments will be provided in the morning and afternoon.
    Conference speakers are invited to a dinner hosted by AMRO on 28 July.
    All other meals not listed above will be at the participants’ own expense.

  4. Travel

    a. Air Tickets
    ADB-sponsored paper presenters will be provided with the most direct economy class roundtrip tickets booked through the in-house travel agent of ADB, upon receipt of the scanned copy of passport bio page. All concerned paper presenters are required to submit their original used boarding passes (from home country to Singapore leg) to the Conference Secretariat on the first day of the event to receive a lump sum payment for miscellaneous travel expenses. 

    b. SG Arrival Card
    All travelers are required to submit the SG Arrival Card within 3 days (including the day of arrival) before arriving to Singapore.

    c. Health Protocol
    Airlines/carriers may have different requirements to board their flights.

    d. Hotel Accommodation and Airport Transfers
    Sponsored participants will be staying at:

    Any incidental charges (i.e., laundry, mini bar, international calls, room service, extended stay, additional guest room accommodation cost and meals, etc.) will be charged to the participant’s personal account. Upon check-out, participants are expected to settle all personal accounts directly with the hotel. 

    For self-funded participants, the following are other hotel options:
    i. Oasia Hotel Downtown, Carlton City Hotel Singapore – a 3-5-minute walk (across the street)
    ii. M Hotel – a 5-10-minute walk (across the road junction) 

    Airport Transfer Details
    Amara Singapore is located within the central business district at 165 Tanjong Pagar Road, approximately 21–22 km from Changi Airport. The most efficient mode of transport is by taxi or ride-hailing service (such as Grab), requiring around 25 minutes for a direct journey and generally costing between SGD 20–30, inclusive of an airport surcharge of SGD 6–8 depending on the time of travel. Alternatively, guests may utilize the MRT (train) system, which costs approximately SGD 2–4 and takes about 60–75 minutes; this route involves boarding the train at Changi Airport, transferring to the East-West Line at Tanah Merah, alighting at Tanjong Pagar MRT station (Exit A), and then walking roughly 5 minutes to the hotel.

  5. General Information

    a. Internet
    Complimentary Wi-Fi access will be provided at the conference venue.

    b. Proper behavior and attire
    Proper behavior is always expected for the participants’ stay in the host country related to the event organized by ADB and AMRO. Participants are expected to wear business clothes for the duration of the conference and must observe proper conduct, respect, and decorum as expected by the host country and in accordance with ADB’s Code of Ethics. Participants will be personally liable for any form of behavior unacceptable to the host country/host agency; to ADB and AMRO; or to any person during and until departure from the host country.

    c. Consent to use without permission or compensation
    This event may be photographed, or video recorded by organizers. By participating in the conference, participants thereby consent to the possible use of their name, picture, voice, comments, or presentations in any media, video-sharing websites, recordings, disseminations, or other external affairs purposes for the organizers without compensation and permission.

    f. Financial and administrative arrangements
    ADB and AMRO will not be responsible for expenses, such as: 

      • Salaries and related allowances for the participants during the conference period;
      • Travel or accident insurance, medical or dental expenses or hospitalization fees incurred in connection with conference attendance;
      • Compensation in the event of death or disability of participants in connection with conference attendance;
      • Any loss or damage to personal property of participants while attending the conference or losses or damages claimed by third parties because of negligence on the part of the participants; and
      • Any other personal expenses not directly related to the purpose of the conference.
g. Climate/Weather
In July, expect Singapore to have daytime temperatures peaking at around 31 degrees Celsius, feeling like 43 degrees Celsius due to high humidity levels of about 81%. There will be approximately 6 hours of sunshine per day, with around 14 rainy days throughout the month. It is best to pack light clothing, an umbrella, and waterproof shoes.

j. Currency and banking
Singapore uses the Singapore Dollar (SGD), abbreviated as S$. Participants may be required to declare the amount of travelers’ cheques or currency in their possession upon arrival at the airport. You will need to exchange some of your foreign currency for S$ for transport payments or purchases.

k. Credit cards
Major credit cards are widely accepted at hotels, restaurants and some shops. Visa, MasterCard, American Express, and Diners Club are commonly accepted. Some restaurants and many small shops accept cash only. All taxis in the country accept credit card payments.

l.Tipping
Tipping is not common and not mandatory in Singapore, so most restaurants, cafes, and similar establishments do not request tips in advance.
