Ms. Emma Fan
Director Public Management, Financial Sector and Regional Cooperation Division, East Asia Department, Asian Development Bank 

Emma Fan has been with Asia Development Bank (ADB) since 2002. She joined ADB’s East Asia Department (EARD) as the Director for Public Management, Financial Sector, and Regional Cooperation Division (EAPF) on 29 July 2019. EAPF covers a diverse range of operations, including public sector management, financial sector development, regional cooperation, public private partnerships, and EARD’s focal point on nonsovereign operations. Prior to joining EAPF, Emma was the Regional Director for ADB’s Pacific Liaison and Coordination Office (PLCO) in Sydney from June 2016.   

At ADB, Emma also worked as the Head of ADB’s Results Management Unit at the Strategy and Policy Department.  Her other ADB experience included working as a project team leader at the South Asian and Central Asian regional departments, and as an economist at the Economic Research Department. Before joining ADB, Emma worked at the Finance Department of Australia, New Zealand Institute of Economic Research, and Lanzhou University in the People's Republic of China. Emma has a PhD degree in Economics from the Australian National University, and Master’s and Bachelor's Degrees of Science from Lanzhou University in China.


Ms. Marlynne Hopper
Deputy-Head, Standards and Trade Development Facility (STDF)

Marlynne Hopper is the Deputy Head of the Secretariat for the Standards and Trade Development Facility (STDF), a global partnership to facilitate safe trade, housed at the World Trade Organization. With longstanding expertise in trade, development and agriculture, Marlynne leads on STDF's knowledge work (including on public-private partnerships and good regulatory practices), as well as monitoring, evaluation and learning. She has managed innovative STDF projects on food safety, animal and plant health and trade globally. Prior to joining the STDF in 2008, Marlynne worked on agricultural policy analysis and capacity development, including with FAO, GIZ and the World Bank. She holds a Master's Degree in International Affairs from Georgetown University, Washington D.C.


Ms. Mary Grace Rivere-Mandigma
Chief Science Research Specialist, Technical Services Division, Bureau of Agriculture and Fisheries Standards (BAFS), Department of Agriculture, Philippines

Mary Grace R. Mandigma is the Chief Science Research Specialist of the Technical Services Division - Bureau of Agriculture and Fisheries Standards (BAFS). From 2005 to 2017, she was involved in the successful institutionalization of the Philippine Good Agricultural Practices (GAP) Program.  She also served as a member in developing the ASEAN GAP standard and certification and accreditation mechanism.

Grace also leads the Division that developed the draft guidelines on Good Regulatory Practices and Regulatory Impact Assessment in response to the Ease of Doing Business (EODB) Act and the impact evaluation of developed standards to ensure that standards are responsive to the needs of the stakeholders.  

She holds a BS degree in Food Technology from the University of the Philippines Diliman and a Master’s in Development Management from the Development Academy of the Philippines.


Dr. W.A.R.T. Wickramaarachchi
Additional Director/IPPC Official Contact Point/Head of NPPO, National Plant Quarantine Service, Department of Agriculture, Sri Lanka

W.A.R.T. Wickramaarachchi is a Sri Lankan Agricultural Scientist who made an immense contribution in the field of plant pathology and plant protection. He has been working as Senior Program Specialist in SAARC Agriculture Centre (SAC), Dhaka, Bangladesh from March 2016. He oversees the program development and agricultural policy matters under SAC’s Policy Planning Division. He has also been actively involved in development of programs on regional issues for South Asian Agriculture and allied fields. He has contributed immensely for bringing collaborative partners such as Asian Productivity Organization, Asia Pacific Network for Global Change Research and CABI into the SAC platform. He also serves from 2016 as an editorial board member of the SAARC Agricultural Journal.  

He has widely published on plant pathology and has over forty research publications to his credit in National and International peer-reviewed journals. He has delivered invited lectures at a number of scientific meetings.

He holds a BSc (Honors) in Agriculture  from the Faculty of Agriculture, University of Peradeniya, Sri Lanka, MSc in Plant Pathology from Acharya N.G. Ranga Agricultural University, Hyderabad, India, and PhD in Plant pathology from the University of Agricultural Sciences, Bangalore, India. 


Dr. Sithar Dorjee

Sithar Dorjee is currently Director for Strategic Planning, Human Resource, and International Relations at the Khesar Gyalpo University of Medical Sciences in Bhutan (KGUMSB). He has over 20 years' experience as an animal health and food safety, One Health, and as an Assistant Professor of Epidemiology. Sithar is also the Regional Coordinator for the South Asia One Health Disease Surveillance Network and Chair of the Technical Advisory Group for COVID-19 Preparedness and Response Management of Bhutan's Royal Government. He holds a PhD in Epidemiology from the University of Prince Edward Island of Canada and is involved in research, training and teaching on zoonotic and foodborne diseases, field epidemiology, research methodology, scientific writing, database management software and data analysis in Bhutan and the region. His expertise includes One Health, food safety, regulatory and biosecurity of animal health, emerging infectious diseases, quantitative epidemiology, computer simulation modelling, statistical modelling, spatial epidemiology, network analysis, risk analysis, disease control policy and economic evaluation, developing policy and strategic framework, disease control policies, guidelines and regulations. 


Ms. Dorothea C. Lazaro
Regional Cooperation Specialist Public Management, Financial Sector and Regional Cooperation Division,  East Asia Department, ADB

Dorothea Lazaro oversees the implementation of the CAREC Integrated Trade Agenda 2030, which includes investment projects, policy dialogues, and capacity-building for 11 member countries. Her key areas of work include trade policies, free trade agreement, customs, sanitary and phytosanitary measures, e-commerce, paperless trade, and cross-border economic zones. 

Prior to joining the ADB, she was Economic Affairs Officer at the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) East and North-East Asia Subregional Office in Incheon. She previously led a team that pioneered a multi-year, multi-sectoral economic cooperation program for the Association of Southeast Asian Nations Secretariat. She obtained her Juris Doctor degree from the Ateneo De Manila University in 2005 and was admitted to the Philippine Bar in 2006. She holds a postgraduate diploma in Policy Analysis Skills for Transition Economies from International Institute of Social Studies (Netherlands) and a Public Administration degree from the University of the Philippines. 




Ms. Kanya Satyani Sasradipoera, Senior Trade Specialist, Public Management, Financial Sector & Trade Division, Southeast Asia Department
Asian Development Bank (ADB)

Kanya Sasradipoera is Senior Trade Specialist for the Southeast Asia Department of the Asian Development Bank (ADB).  She joined ADB in 2009 as Regional Cooperation Specialist for the Central Asia Regional Economic Cooperation (CAREC) and subsequently transferred to the Southeast Asia Department in 2011 as the focal point of ADB’s cooperation with ASEAN, Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA), and Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT). In 2013-2016, she served as the focal for ADB’s support to Trade and Transport Facilitation programs in Southeast Asia.

Prior to ADB, she joined the ASEAN Secretariat in 1996 as Assistant Programme Officer for Industrial Cooperation for the Economic Cooperation Bureau. She then became part of the management team of the ASEAN-UNDP subregional program on trade and investment in 1999-2002. She rejoined the ASEAN Secretariat in 2004 as Senior Officer for Trade in Goods Unit of the Trade and Trade Facilitation Division of the Bureau for Economic Integration. 

She holds a Bachelor’s degree in Metallurgical Engineering from the University of Indonesia and Master’s degree in Public Policy from the National University of Singapore.




Dr. Selim Raihan
Professor, Department of Economics, University of Dhaka, Bangladesh
Executive Director, South Asian Network on Economic Modeling (SANEM)

Selim Raihan is a Professor at the Department of Economics, University of Dhaka, Bangladesh and the Executive Director of the South Asian Network on Economic Modeling (SANEM). He holds a Ph.D. from the University of Manchester, UK. He is the Honorary Senior Research Fellow at the University of Manchester, UK. He possesses vast expertise in empirical research on international trade, economic growth, poverty, labor market, macroeconomic policies, political economy, and climate change issues. He has a long experience in teaching international trade, economic modelling, quantitative economics, econometrics, development economics, and poverty dynamics. He has published several journal articles, books, book chapters and working papers. He is the editor of Thinking Aloud - a monthly digest from SANEM. 

He contributed extensively to the preparation of the Sixth and Seventh Five-year National Plans of Bangladesh. With the support from Asian Development Bank, he led a research team in South Asia to prepare the report on Potential Exports and Nontariff Barriers to Trade in the SASEC region. He has worked for several national and international organizations including the Asian Development Bank, the World Bank, UNDP, UNESCAP, UNCTAD, IFPRI, the Commonwealth Secretariat, FAO, European Commission, ILO, IDRC, DFID, etc. He has led and has also been a member of a number of regional and international research projects on trade and regional integration issues. Also, he has been working on the political economy analysis of economic issues.
