About CAIP 2026

The Climate Adaptation Investment Planning (CAIP) Program supports ADB’s developing member countries (DMCs) in scaling up the implementation of adaptation investments by bridging the gap between planning and financing. A core component of the program is the annual CAIP Forum, which provides a platform for stakeholder dialogue, knowledge exchange, and partnership building. 

On its third year, the CAIP Forum brings together selected ADB DMCs, development partners, financial institutions, private sector representatives, global climate funds, and other stakeholders to: 

  • Discuss challenges and opportunities in undertaking climate adaptation investment planning at the national and/or subnational level and across various sectors. 
  • Share tools, methodologies, and experiences that can assist the process of climate adaptation investment planning for both public and private sectors. 
  • Identify key priorities and associated support for enabling the operationalization and scaling up of adaptation investment plans. 
  • Strengthen partnerships and financing pathways that can accelerate the implementation of adaptation investments.

The 3rd CAIP Forum will continue to build on lessons from previous years while placing greater emphasis on the practical steps needed to move from climate risk assessment to investment planning, financing, and implementation. 

The 2026 program will explore key elements of climate adaptation investment planning, including: 

  • Understanding climate risks and their implications for development pathways. 
  • Prioritizing public and private adaptation investments through robust economic, financial, and strategic analysis.
  • Funding and financing adaptation investments through public, private, and blended finance approaches.
  • Institutionalizing climate adaptation investment planning within government systems and decision-making processes.
  • Facilitating adaptation investment marketplaces that connect investment opportunities with potential financiers and partners.
  • Linking adaptation investment planning to global climate and development processes.
  • Identifying enabling conditions, partnerships, and actions needed to scale up adaptation investments.

#CAIP2026 is creating spaces that encourage dialogue and understanding between different ministries, private sector actors and development partners on differentiated needs and challenges. Sharing experiences and lessons for operationalizing, institutionalizing and scaling adaptation investment planning will be a common thread of discussion.
