ASEAN's rapid economic growth has led to significant environmental challenges such as deforestation, pollution, and inadequate waste management. The rising energy demand and carbon emissions have also increased sustainability and climate vulnerability concerns, threatening the region's competitiveness and stability. To ensure long-term prosperity, ASEAN must adopt a green economy focused on low-carbon, resource-efficient, and inclusive growth.

The Advancing the Green Economy Transition in ASEAN Report provides the first baseline assessment of the green economy, including baseline measurements, review of policy and regulatory frameworks, identification of opportunities for green jobs and private-sector investments, and actionable recommendations for green economy expansion across the region.

× Mr. Scott Morris currently oversees operations in East Asia, Southeast Asia, and the Pacific at the Asian Development Bank. He brings over 25 years of experience in international economic policy, specializing in development finance and debt policy. Before ADB, he was a Senior Fellow at the Center for Global Development, where he focused on multilateral and bilateral development finance for low-income and climate-vulnerable countries. Mr. Morris also held senior roles in the US government, including Deputy Assistant Secretary for Development Finance and Debt at the US Treasury.

× H.E. Dr. Rithi PICH has been serving as a Secretary of State of the Ministry of Commerce, Cambodia since June 2020. Previously, he had been serving as the Under Secretary of State and the Ambassador and Permanent Representative of Cambodia to the World Trade Organization (WTO) and Other International Organizations (Economic and Trade) as well as the Chair/Coordinator of the Least Developed Countries Group in the WTO in Geneva, Switzerland between 2017 and 2018.

Since 1993, H.E. Dr. Rithi PICH had been serving in various leadership positions in the same Ministry including the Director-General for International Trade in which he had also been serving as the Cambodia Lead for the ASEAN Senior Economic Officials’ Meetings (SEOM) between 1999 and 2016, and as the Chair of the ASEAN SEOMs in 2003 and 2012. H.E. Dr. Rithi PICH received a Diploma in Economics from Handelshochschule Leipzig in Germany in 1988 and a Doctoral Degree in Economics from Leipzig University in Germany in 1992.

She finished her Bachelor of Laws at the University of the Philippines (UP) and became a member of the bar in 1998. She was recognized as one of the UP College of Law Alumni for Public Service. After law school, she joined the DENR as Attorney III. Her government service as a lawyer included serving as Executive Director for the Adjudication Board of the Department of Agrarian Reform (DARAB) and Director for Legal Services of the Housing and Urban Development Coordinating Council (HUDCC).
