ADB-Funded Participants

1.  Forum Venue and Accommodation

The forum venue and accommodations are both located at the Fairmont Makati.

ADB will cover the cost of the accommodation for the duration of the forum. Room accommodation includes a daily buffet breakfast at Spectrum, located in the 1st floor Lobby, which opens at 6:00 AM, and wireless internet access.

Upon check-in, the hotel will require a deposit of PHP3,000 (approximately USD54) settled through credit card or cash to cover incidental charges. This deposit may be used towards any incidental charges incurred during your stay (e.g., laundry, mini bar, international calls, room service, extended stay, additional guest accommodations, and meals, etc.). At check-out, participants are responsible for settling any remaining incidental charges directly with the hotel.


2.  Visa Information

Please ensure that your passport is valid for travel (more than six months from the date of arrival).

Nationals from certain countries are allowed to enter the Philippines without a visa for a period of stay of thirty days or less. A list of these countries can be found in https://dfa.gov.ph/list-of-countries-for-21-day-visa. If your country is not on this list, please visit https://dfa-oca.ph/services/visa/ to obtain information about the visa process. Visa application procedures may vary by country, so we recommend checking with the Philippine consulate nearest you.

3. Arrival in Manila and Airport Transfers

Participants are required to register at eTravel - Philippine One-Stop Electronic Travel Declaration System within 72 hours prior to arrival. A QR code such as the one shown below will be issued upon successful registration.  Please save this QR code on your personal device or print a hard copy with you for inspection upon arrival. Registration for eTravel is FREE.


The Forum Organizers have arranged for the airport transfers of ADB-funded participants through ADB accredited transport service providers.

Upon arrival in Manila at the Ninoy Aquino International Airport (NAIA Terminals 1 and 3), please proceed to the ADB or International Organizations Desk which is located right after the customs clearance area and before exiting the terminal gate. An ADB contact person will direct you to the ADB accredited transport service provider for your transfer to the hotel.

4. Dress Code

Please wear business attire during the forum.

5. Working Language

The forum will be conducted in English.

6. Food and Drinks

Tea, coffee, and light snacks will be served in the morning and afternoon breaks. Lunch will be served on both days in the hallway in front of Ballroom 1.

Participants are free in the evenings to explore the variety of dining options within walking distance of the Fairmont Makati.

7. Presentation and/or Other Materials

Participants are encouraged to bring a mobile device and/or laptop to the forum (mobile devices and/or laptops will not be provided onsite). Presentation and other materials will be shared to participants after the event via the forum website (https://adb.eventsair.com/ipsasb2024/). Hardcopies and USBs will not be provided. 

Wi-Fi access is available in Ballroom 1.

8. Miscellaneous Travel Allowance

ADB will provide ADB-funded participants with an adjusted daily subsistence allowance and a miscellaneous travel allowance to cover visa fees, airport taxes, in-city transportation, terminal fees, and other incidental travel expenses during their stay in Manila. These allowances will be distributed on the last day (3 October) after the submission of the original boarding passes (from the country of origin to Manila) during registration on the first day (2 October).

9. Liability

Participants should make their own arrangement with respect to personal insurance since the host institution shall not be liable for personal accidents, loss, or damage of private properties.
