Session C3: The Rise of New Market Infrastructure: What It Is, Why It Matters, and How Regulators Should Prepare
Financial markets are entering a new phase where traditional systems (centralized exchanges, clearing houses, regulated settlement networks) are increasingly intersecting with digital-native infrastructure (tokenized asset platforms, programmable finance layers, private credit marketplaces, and cross-border settlement using blockchain or hybrid rails).
This new market infrastructure is already enabling fintechs and other market players to raise capital, settle transactions, and create new asset classes outside traditional channels. For regulators—especially in developing markets—many of these systems are operating in parallel to, or even outside of, existing oversight frameworks.
This session will unpack what this new infrastructure actually looks like, how it works, and where it’s already being deployed. It will explore the opportunities it presents for market deepening and capital access, as well as the risks and challenges it introduces for financial stability, investor protection, and cross-border regulation. Participants will leave with a clearer picture of how to prepare supervisory and policy frameworks for a hybrid financial future.
