Day 3 – Session C3: The Rise of New Market Infrastructure: What It Is, Why It Matters, and How Regulators Should Prepare

Arvind Sankaran, Senior Fintech Consultant, ADB
Arvind has a total of 35 years of experience as a C-suite banking leader, tech investor, board member and advisor in the Asia Pacific region. Currently, he runs an independent practice that primarily assists institutional investors, global tech leaders and South-East Asian startups to accelerate value creation and inclusive impact. Arvind was previously a Venture Partner at Jungle Ventures, a leading South-East Asia focused VC. He was also a senior advisor at McKinsey’s Asia FIG practice. His board roles include AFG Partners, an Asia-focused fintech fund; Gosree Finance, an Indian MSME digital lender; and Powercred, a SEA-based data solutions provider.  
 
Arvind advises the Asian Development Bank, having initially joined on secondment by the Singapore Government/Ministry of Finance. 


David Wang, Co-founder and CEO, Helicap
David Z Wang is the Co-Founder of Helicap and Chief Executive Officer of Helicap Securities, a
leading investment platform connecting global investors to private credit opportunities across
Asia. Since co-founding Helicap in 2018, he has driven the firm’s growth to over USD 500 million
in transactions with 0 borrower defaults, leveraging a proprietary data-driven analytics platform to
deliver consistent and risk-adjusted returns.

David spent more than a decade in investment banking with Morgan Stanley and Nomura where
he specialised in capital markets and corporate finance. His leadership has been recognised as
the Top 50 FinTech CEOs of 2024 by The Financial Technology Report, one of Asia’s Top 35
FinTech Founders by Fintech News Network, and among LinkedIn’s Top 12 Influential Voices in
FinTech Singapore. He is a graduate of the prestigious University Scholars Programme at the
National University of Singapore and holds a FinTech certification from MIT.



Ganesh Rengaswamy, Co-founder and Managing Partner, Quona Capital
Ganesh Rengaswamy, a seasoned entrepreneur and venture investor, leads Quona’s investments in Asia 

Before co-founding Quona, Ganesh led Accion Frontier Investments’ work in India. Prior to his time with Accion, Ganesh was a General Partner of Lok Capital, a venture growth fund that invests in financial inclusion and social enterprises. Ganesh previously served as the Asia Director for Unitus Inc., a global organization investing in sustainable solutions in financial inclusion. During these stints, Ganesh invested and advised leading financial institutions and banks including SKS/Bharat Financial Inclusion Ltd, Ujjivan, Equitas, IFMR/NorthernArc, Vistaar, TechProcess and Bandhan. 

He previously led the entry of Greylock Partners, a Silicon Valley-based venture capital fund, into the Indian market and also co-founded Travelguru.com, acquired by Travelocity. Early in his career, Ganesh worked for Infosys, where he was responsible for customer acquisition and growth engagements for US-based Fortune 1000 clients. 

Ganesh is a frequent speaker at global industry events including Singapore Fintech Festival, Asia Investment Conference, SuperReturn, Global Impact Investing Network (GIIN), India-China Fintech Summit, and LendIt. Ganesh’s exits include IndiaMart (IPO), Coins.ph (Go-Jek), Shubham (Premji Invest), IFMR, TechProcess (Ingenico), Vistaar, Rural Shores, and Securent (Cisco). Ganesh’s current and past investment and entrepreneurial advisory roles include Village Capital, Accion Venture Lab, GSIF Accelerator and IIM-Ahmedabad, and he has been featured in Bloomberg, CNBC, The Economic Times, The Mint, and others. 



Varlam Ebanoidze, Head of FinTech and SupTech Development/Innovation Office, National Bank of Georgia
I have 20 years of professional experience with a focus on central banking and commercial banking digitalization. 

I am someone who spent the first half of his professional life at banks’ internal audit, Operational/Cyber Risk and 

Compliance domains. In the second half of my professional life, I re-invented and developed myself towards a FinTech innovator and change facilitator. 
 
Prior to joining the National Bank of Georgia (NBG) where my focus is a Countrywide FinTech, Open Finance strategy and regulatory design, I held senior positions at banks in Georgia and in Ukraine and served on the management board of a leading retail bank (Liberty) in Georgia. 

I am passionate about the Strategic Transformation of Central Bank to “Fit” the new paradigm of Open Finance. 

Master’s degree from London Business School (LBS) specialized in Strategy and Leadership, combined with the domain experience allows me to see and suggest the efficient digitization strategies through industry development lenses. 

Most recently, my team and I came up with the concept of “FinTech in Georgia; building on the Middle Corridor Momentum”. 


Xin Mok, Director, Public Sector, Mastercard Asia-Pacific
Xin is currently Director of Public Sector at Mastercard Asia-Pacific Pte. Ltd. (MAPPL), leading Mastercard’s collaborations with international institutions (World Bank Group, ADB, UNDP) for Asia. She has 20 years of experience in financial services and digital banking, with deep expertise in driving digital transformation programs and running new digital businesses for corporates & tech companies. Xin started her career in government, at the Monetary Authority of Singapore, across financial sector supervision and development roles. Subsequent roles in the private sector include management consulting at McKinsey & Company and SeaBank Deposits Head at SeaMoney, the digital banking arm of Sea Limited. A development economist by training, Xin is passionate about supporting economic growth and sector development in South-East Asia, in areas such as digital innovations and financial access for SMEs.


Lotte Schou Zibell, Founder and CEO, Impact Financial Advisory
Lotte Schou-Zibell is an international expert in digital financial innovation, financial inclusion, and sustainable finance. As a former Director and Advisor at the Asian Development Bank (ADB), she held senior roles including Advisor in the Finance Sector Office, Chief of the Finance Sector Group, and Regional Director of the Pacific Liaison and Coordination Office. Prior to ADB, she served as Director for International Economic Policy at Sweden’s Ministry of Finance, held positions at the Swedish Financial Supervisory Authority and the Riksbank, and consulted for the International Monetary Fund.
 
She now pursues a portfolio career that blends strategic advisory, finance-sector innovation, and capacity building. Her current work focuses on advancing climate-aligned and inclusive finance, developing digital financial solutions, and strengthening organizational processes and business development to help institutions navigate an evolving financial landscape.
