Day 1 – Session B1: Sustainable Bonds and Capital Markets: Accelerating Sustainable Finance at Scale

Peter Rosenkranz, Senior Financial Sector Specialist, ADB
Peter Rosenkranz is a Senior Financial Sector Specialist in the Finance Sector Office of the Asian Development Bank (ADB), based in Bangkok, ADB’s Thailand Resident Mission. His work focuses on ADB’s finance sector operations in Southeast Asia and East Asia. He supports and leads the origination, processing, and implementation of lending projects, guarantees, and technical assistance, as well as the delivery of knowledge products and solutions, including as a focal for the 2025 Asia Finance Forum. Previously, he worked as Economist in ADB’s Economic Research and Regional Cooperation Department, focusing on issues relating to financial development and stability within the context of regional financial cooperation and integration in Asia. Before joining the ADB, Peter held positions at the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as an Advisor on economic and development policy, and at the European Central Bank (ECB) as a Market Infrastructure Expert. He holds a Ph.D. in Economics from the University of Zurich, Switzerland; and his Master’s and Bachelor’s degrees in Economics from the University of Konstanz, Germany.


Krizia Ferrer, Technical Assistance Senior Analyst, Climate Bonds Initiative 
Krizia Ferrer is a Senior Analyst in the Capacity Building and Technical Assistance team at the Climate Bonds Initiative, specializing in sustainable finance, capital markets, and ESG risk advisory.  
She previously served at the Securities and Exchange Commission Philippines, where she led sustainable finance policy initiatives and contributed to key regional efforts under the ASEAN Capital Markets Forum, including the development of the ASEAN Taxonomy and the ASEAN sustainable bond standards. At EY’s Risk Consulting practice, she supported banks and corporates in integrating climate risk into operations and credit decision-making.  

Krizia has extensive experience in assessing sustainable bond issuances, advancing green capital market development, and delivering capacity building programs across Southeast Asia. She holds a Bachelor’s degree in Business Economics and a Master’s degree in Development Economics and is a regular speaker on sustainable finance across the region. 



Bolortuya Bazar, Head, Credit Product Development and Green Banking Department, Khan Bank 
Bolortuya Bazar is a seasoned banking professional with deep expertise in debt and capital markets. She specializes in mobilizing long-term bilateral and syndicated financing from international financial institutions (IFIs) and development finance institutions (DFIs), with a focus on impact financing solutions. She has contributed to the successful issuance of the country’s first-ever international and domestic green bond and social bond by the private sector. 



McJill Bryant Fernandez, Securities and Exchange Commission Philippines 
Commissioner McJill Bryant T. Fernandez was appointed by President Rodrigo Roa Duterte on 08 March 2022. Before joining the Commission, he served as the Deputy Executive Secretary for General Administration (DESGA) under the Office of the President. As DESGA, he assisted the Executive Secretary in articulating policy directives of the President through Executive Orders and other ordinances, processing of applications for the establishment of special economic zones, evaluation of Special Authorities for executive agreements, foreign loans and grants, and addressing policy, legal and administrative concerns of various agencies in the Executive department, as well as of government-owned and -controlled corporations (GOCCs).


H.E. Pen Thirong, Secretary of State, Ministry of Economy and Finance, Cambodia 
H.E. PEN Thirong is a Secretary of State of the Ministry of Economy and Finance (MEF), and a Deputy SecretaryGeneral of General Secretariat of the Steering Committee (GSC) of the Public Financial Management Reform, who leads the preparation of draft rules and regulations for managing public investment projects. He is also a member of the Supreme National Economic Council (SNEC), Director for Cambodia to the ASEAN Infrastructure Fund (AIF) Board of Directors, and Alternate Director of the Asian Infrastructure Investment Bank (AIIB) for Cambodia, Indonesia, Lao People's Democratic Republic, Sri Lanka, and Timor-Leste. He holds responsibilities for overall work in relation to public investment financed by external and domestic borrowing and grants, and management of public debt. He leads the technical team in the preparation of rules, regulations, and policy frameworks for managing public investment projects and public debt management including the development of government securities.


Monica Yoanita, Senior VP of the ESG Group, Bank Mandiri 
Monica is a seasoned banker with over 15 years of experience at Bank Mandiri and a proven track record in corporate banking, particularly in the plantation and consumer goods sectors. In 2025, she was appointed Group Head of Environmental, Social & Governance (ESG), where she is responsible for leading the bank’s sustainability strategy, developing sustainable financing initiatives, and strengthening collaboration with stakeholders to enhance Bank Mandiri’s ESG performance.
