BACKGROUND

The rapid advancement of emerging technologies in recent years has ushered in a wave of disruption across various sectors, including international trade and customs operations. Advanced technologies such as big data analytics, blockchain, and artificial intelligence (AI), are increasingly being integrated into business processes and governmental services. These technologies offer competitive opportunities for streamlining supply chains, enhancing transparency, automating procedures, and making data-driven decisions.

In the area of trade facilitation, the adoption of advanced technologies holds immense potential for transforming cross-border trade operations. For example, automated document processing can reduce human errors and expedite clearance procedures. Big data analytics can optimize customs operations, and support evidence-based policymaking. Blockchain and distributed ledger technologies can enable secure, decentralized, and immutable record-keeping, leading to more efficient and transparent supply chains. AI and machine learning can revolutionize risk management by enabling predictive analytics.  Internet of Things (IoT) and sensor technologies can provide real-time visibility into the movement of goods, ensuring better tracking, monitoring, and security.  

However, the adoption and integration of these technologies in the trade facilitation domain are still in their early stages, with countries and organizations at varying levels of maturity. Integration requires a concerted effort by governments, customs authorities, and industry stakeholders. At the same time, we must appropriately deal with associated challenges like cybersecurity, data privacy, and interoperability standards. It is also crucial for government officials and policymakers to become more familiar with advanced technologies and their potential applications in trade facilitation.  

It is recognized that the private sector plays a pivotal role in driving innovation and technological advancements, as businesses strive to gain competitive advantages and enhance operational efficiencies. To fully harness the potential, it is essential to foster strong collaboration between government agencies and private sector entities. Asian Development Bank (ADB), UN Trade and Development (UNCTAD), and UN Economic and Social Commissions for Asia and the Pacific (ESCAP) will shed light on such partnerships which can bridge the gap between technological innovations and their practical implementation in cross-border trade processes. This Trade Facilitation Conference presents a valuable opportunity for government officials to engage with private sector representatives, technology providers, and industry experts.  

OBJECTIVE AND EXPECTED OUTCOMES

This Asia-Pacific Trade Facilitation Conference (APTFC) will convene a diverse array of stakeholders. Customs authorities will be the primary participants, providing insights into their unique challenges and experiences in adopting advanced technologies. Representatives from key international organizations working on trade facilitation are also invited. Their presence will facilitate knowledge sharing on global best practices, standards, and frameworks. Furthermore, the private sector, comprising technology providers, logistics companies, and industry experts at the forefront of innovation, will play a critical role in the conference. Their participation will enable fruitful discussions on the latest technological advancements, practical use cases, and potential collaborations between government agencies and the private sector. 

The conference aims to provide a comprehensive platform for stakeholders to collectively navigate the complexities and opportunities presented by advanced technologies in terms of trade facilitation. The conference will 

  1. raise awareness and enhance understanding among customs authorities and government officials about the potential applications and benefits of advanced technologies in trade facilitation processes. The conference will equip participants with the knowledge and insights necessary to initiate and drive digital transformation efforts within their respective organizations. 

  2. facilitate knowledge sharing and exchange of best practices among participating countries on their experiences, challenges, and lessons learned in integrating advanced technologies into cross-border trade operations. This will enable participating countries to learn from each other's experiences, avoiding potential pitfalls, and adopting proven strategies for successful technology integration. 

  3. foster collaboration and partnerships between government agencies, international organizations, and private sector entities to accelerate the adoption of advanced technologies in trade facilitation initiatives. This objective can catalyze joint initiatives, pilot projects, and enhanced public-private partnerships.
