Summary

The Asian Development Bank project TA-6742 REG, Building Coastal Resilience through Nature-Based and Integrated Solutions: Risk Financing and Insurance Solutions for Coastal Resilience, is being delivered in Indonesia, the Philippines, the Solomon Islands and Fiji through a consortium led by Landell Mills Ltd. It aims to advance resilience building and set up risk transfer strategies for coral reefs in advance of and following major climate-related threats. Through close collaboration with key stakeholders in the project countries, a series of targeted activities have assessed the feasibility and required enabling environment for piloting priority financing options for coral reef management, protection and restoration, including parametric insurance.

Workshop Purpose: The workshop will aim to present the key findings of the project at site levels, as well as the approaches taken and key lessons learned throughout. The required next steps for site implementation and options for national and regional scaling will also be explored and discussed.

This two-day workshop therefore aims to:

  1. Highlight the collective approach taken in the priority areas in terms of building the case and operationalizing disaster risk financing and risk transfer
    a. 
    Site prioritization
    b. Vulnerability assessments - including climate risk assessments
    c. Restoration planning and budgeting
    d. Valuation and CBA
    e. Understanding the enabling environment
    f. Creating a finance model for risk transfer – building resilience, preparation for catastrophic events and post-event
    g. Designing and operationalizing a Conservation Trust Fund
    h. Designing and operationalizing parametric insurance

  2. Present a summary of the findings for each of the project sites, focusing on the opportunities and challenges, key conclusions and proposed next steps:
    - The Philippines
    - Indonesia
    - Fiji
    - Solomon Islands

  3. Discuss the key lessons learned – highlighting the main challenges and opportunities for risk transfer financing in this region.

  4. Discuss how to deliver and scale these outcomes nationally and regionally (Asia-Pacific).

  5. Define clear next steps and stakeholder commitments - synthesizing workshop discussions into a shared understanding of priority actions, responsible actors, and pathways to support implementation efforts both nationally and regionally
