Mr. Virender Kumar Duggal leads ADB’s Carbon Market Program which provides carbon finance and technical capacity building support to enhance climate action in the Asia and Pacific region. In this role, he manages the Future Carbon Fund, a $115 million trust fund providing carbon finance to enhance competitiveness of low-carbon technologies through the purchase of carbon credits under the Kyoto Protocol. He also oversees the Japan Fund for Joint Crediting Mechanism which provides grants and technical assistance to facilitate diffusion of advanced low-carbon technologies under the Joint Crediting Mechanism initiated by the Government of Japan. Mr. Duggal is steering ADB’s work on carbon pricing, including Article 6 of the Paris Agreement, as a key element of the climate policy architecture. He is the team leader of ADB’s Article 6 Support Facility which provides technical, capacity building, and policy development support to ADB’s developing member countries to enhance their capacity and preparedness to participate in and take advantage of international carbon markets emerging under the Paris Agreement. Mr. Duggal is an accomplished professional with a proven track record in the areas of climate change, carbon finance, and international trade cooperation. He has extensive experience of working in multilateral, public, and private sector institutions in the areas of trust fund management, portfolio management, project development, capacity building, advisory services, technology transfer and strategic collaborations. |
