Mr. Zainal Fatah was born on October 10, 1966. He graduated as a Bachelor of Engineering in Agricultural Engineering (Soil and Water Engineering), Brawijaya University and has completed Administration and Public Policy (Non-Degree Program) in Indonesia University in 2007.

Currently, he served as Secretary General in Ministry of Public Works and Housing. Previously, he has had served as Deputy Director for Bulk Water, Irrigation and Lowlands, Ministry of National Development Planning/ National Development Planning Agency in 2006; as Director for Water Resources Infrastructure in Coordinating Ministry for Economic Affairs in 2015 and as Senior Advisor to the Minister of Public Works and Housing on Economic and Investment Affairs in 2020.
