Air Pollutants and Greenhouse Gas Emissions Co-Control Evaluation in the People’s Republic of China

To ensure that the national local air pollutant (LAP) control targets and greenhouse gas (GHG) emission-mitigation commitments are achieved concurrently, the PRC needs to prioritize the application of technologies and measures with significant co-benefits for reducing both LAP and GHG emissions, referred as “co-control” that can maximize the co-benefits of reducing LAP and GHG emissions. But there is a lack of methodology to evaluate the co-benefits of policies and measures. This working paper presents a methodology to evaluate the co-benefits of policies and measures of the PRC transport sector, which shows practical and useful for evaluating the co-benefits of the various technologies and policies.
