Mikael Skou Andersen

Mikael Skou Andersen is full professor of environmental policy analysis at Aarhus University (Denmark), from where he obtained his PhD while being a visiting scholar to Science Center Berlin. He is member and vice chair of the Scientific Committee of the European Environment Agency (EEA).  

Professor Andersen is author of “Governance by green taxes” (1994) and has done research on carbon pricing over more than 25 years. He is co-editor of the “Handbook of research on environmental taxation” (2012) and “Carbon-energy taxation: lessons from Europe” (2009). 

Professor Andersen was member of the expert committee on CO2-taxation to Denmark’s Ministry of Taxation and the international Task-force of CCICED advising on energy taxation to China’s Premier Wen Jiabao. 

Professor Andersen has contributed to numerous reports for international organizations, including “Green taxation and other economic instruments” (European Commission 2021) and “Green Fiscal Reforms - Strengthening Inclusion and Facilitating the Green Transition” (World Bank 2022). Mikael Skou Andersen was PI of the recent Nordic Cooperation funded project “New Nordic Ways to Green Growth - Strengthening the foundation for technological green growth innovation policy”. He is co-organizer of the annual ‘Global Conference on Environmental Taxation’ (GCET).
