Her Excellency Mrs. Min Meanvy has served for a long time within the Ministry of Public Works and Transport (MPWT) of Cambodia. She holds a Master’s degree in Business Administration and has completed half of a Ph.D. program in the same field.

Throughout her career, she has been promoted step by step from a staff member to Deputy Chief of the Human Resources Office, then to Deputy Director, and later Director of the Administration Department. She was subsequently promoted to Deputy Director General of the General Department of Administration.

During Cambodia’s 4th legislative mandate (2008–2013), she was appointed as an Under Secretary of State, responsible for administrative affairs. In the 5th mandate, she was nominated as a Secretary of State at the MPWT, focusing on transportation and road safety. In the 6th and current 7th mandate, she continues to serve as a Secretary of State in charge of Road Safety.

Since 1998, she has also served as a representative for female staff within the ministry. In 2015, following the promulgation of the new Road Traffic Law, she was appointed as the Secretary-General of the National Road Safety Committee (NRSC), in addition to her role as Secretary of State.

Despite handling multiple responsibilities, she receives only one salary that of Secretary of State meaning she performs all additional duties without extra compensation. She takes pride in her contributions to road safety, viewing her work as a form of humanitarian service that saves lives and supports poverty reduction through improved transport safety.
