Dr. Kasem Choocharukul is a Professor and Head of the Department of Civil Engineering at the Faculty of Engineering, Chulalongkorn University, Thailand. He earned his Ph.D. in transportation engineering from Purdue University in the United States. His areas of expertise include transportation planning, travel demand modeling, travel behavior analysis, and traffic safety. With over two decades of academic and professional experience, Dr. Kasem leads the Thailand Road Assessment Programme (ThaiRAP), which aims to implement star ratings and improve road safety across the national road network. He has worked closely with key government agencies—including the Department of Highways, the Department of Rural Roads, and the Bangkok Metropolitan Administration—to promote safer and more efficient mobility throughout the country.
