Global Road Safety Partnership


Dave Cliff has been at the helm of the Global Road Safety Partnership (GRSP) as Chief Executive Officer since April 2017. GRSP, a key programme hosted by the International Federation of Red Cross and Red Crescent Societies in Switzerland, is dedicated to reducing road trauma in low- and middle-income countries. Under Dave’s leadership, the organisation runs impactful initiatives, including advocacy and grants programmes aimed at strengthening road safety legislation, capacity-building programmes for road policing across Asia, Africa, the Pacific, and Latin America, and a prestigious suite of Road Safety Leadership Courses in partnership with Johns Hopkins University.

Before stepping into his role at GRSP, Dave had a distinguished 34-year career in policing in New Zealand. He served as Assistant Commissioner for the South Island and later as Assistant Commissioner for Road Policing.  He was a key figure in national road safety, holding a seat on New Zealand’s National Road Safety Committee and the NZ Police Executive from 2008 to 2017. Over his career, he gained extensive experience in frontline policing, criminal investigation, and road policing operations.

Dave’s contributions to public service have been recognised with two Royal Honours: he was appointed an Officer of the New Zealand Order of Merit (ONZM) in the 2012 Royal Honours and was named a Member of the Order of St John (MStJ) in 2013.

With a wealth of experience and a deep commitment to road safety, Dave continues to drive global efforts to make roads safer for all.
