Arystan Massanov 
Director, Kazakh Scientific Research Institute for Road Safety


Arystan Massanov has been the Director of the Kazakh Scientific Research Institute for Road Traffic Safety since 2017. He is a member of the Road Safety Committee of the International Road Federation (IRF) and is the initiator of the establishment and development of KazRAP, Kazakhstan’s national road assessment programme based on the iRAP methodology. He has received several government awards in recognition of his contributions to the road sector. 

Mr. Massanov has led and participated in numerous road safety projects, including the implementation of iRAP assessments, road safety audits, and the development of recommendations aimed at improving the safety of all road users. 

He graduated from the M. Tynyshpayev Kazakh Academy of Transport and Communications in Almaty with a degree in Traffic Management and later completed postgraduate studies in Design and Construction of Roads, Airfields, Bridges, and Transport Tunnels. 

Mr. Massanov previously served as Deputy Dean of the Faculty of Road Engineering and held various senior positions in public administration, both at the central and regional levels. 

In addition to his strong background in public service and academia, he has been involved in multiple transport projects funded by international organizations such as the World Bank, EBRD, Asian Development Bank, iRAP, and others.
