1. Opening & Keynote: What is Transformational Adaptation?

An opening followed by a keynote that sets the tone for the event by unpacking the concept of transformational adaptation. Drawing from the UNFCCC Technical Paper and IPCC AR6, this session clarifies its distinction from incremental adaptation, explores system-wide implications, and introduces the “adaptation continuum.”

2. Opening Plenary: Ministerial Roundtable

Ministers and senior government representatives from across the Asia-Pacific will share national and regional adaptation priorities. This roundtable will highlight the political will and leadership required to integrate transformational adaptation into development strategies, and the role of governance in enabling systemic shifts.

3. Plenary 1: Diversities and Synergistic Shifts Across Systems

This session examines the interconnectedness of critical systems - food, ecosystems, cities, and health and identifies opportunities for regional cooperation and systemic pathways for resilience. Speakers will bring perspectives from mountains, islands, floodplains, and financing institutions, highlighting why addressing synergies is essential for lasting transformation.

4. Parallel Sessions (afternoon)

The first round of technical sessions, structured through the systems × enablers matrix, will explore the systems and enablers.
