Ms. Oksana D. Nazmieva is a Principal Financial Management Specialist and a departmental focal for financial due diligence (FDD) and financial management (FM) in Central West Regional Department (CWRD), of the Asian Development Bank (ADB). She assumed the position since February 2020.  Ms. Nazmieva leads the cross departmental (CWRD and PFFM) financial management and financial due diligence functional team for CWRD covering 10 countries and provides intellectual and operational leadership in conducting financial due diligence, performing financial management assessment of the EA/IAs and designing financial management systems, mitigating FM risks through development of customized thematic solutions, quality assurance and advisory services, development and implementation of technical assistance, FM knowledge products and capacity building of EA/IAs and ADB staff.

Ms. Nazmieva is a seasoned professional with over 20+ years of progressive international technical and leadership experiences in ADB and beyond. She held progressively responsible assignments in number of roles and responsibilities within ADB in field of financial management, integrity and anticorruption function, disbursements management and financial controls, client services and portfolio management, operational set up of the ADB resident mission office and managing startup of ADB operations in developing member country. She has significant senior-level experience managing sovereign and non-sovereign project and technical assistance disbursement operations, supervising financial administration, monitoring, and enhancing financial internal control systems in disbursement operations. Experienced trainer and advisor for staff and government officials on financial management, financial due diligence, FM risk management, FM compliance, project disbursements, financial project administration and project and portfolio management. Expert in ensuring the integrity of financial transactions, maintaining financial records in line with relevant policies, and complying with internal reporting requirements. Managed project disbursements and portfolios ranging from USD 300 Million to USD 8 Billion and led TA disbursement team. Ms. Nazmieva is experienced Team and Project Leader who has established offices, set up and managed critical business teams and systems, managed large, complex programs and budgets, and led high-level stakeholder liaison and coordination efforts. She is Business Process and IT Systems subject matter expert with extensive experience in the development, implementation, and rollout of financial control for IT applications using a variety of software applications and platforms, and advanced business user of several IT applications. Ms. Nazmieva also led integrity and anticorruption team responsible for complaints intake and preliminary complaints assessment, she led business processes improvements integrity complaints preliminary assessment, managed integrity hotlines, and managed communications with complainants and other stakeholders, and internal reporting protocols, and contributed to policy development for anticorruption and integrity processes.

Ms. Nazmieva has degree in Master of Business Administration (with first class honors) from University of Pune, India and Master of Science (with distinctions) with specialization in Biotechnology, Biology and Chemistry from Tajik State University. She is Certified Management Accountant (CMA) from Institute of Management Accountants of Australia and New Zealand, and Certified Internal Control Auditor from Institute of Internal Controls, USA. She possesses number of high- level institutional awards from ADB’s President, Vice Presidents and Director Generals of different departments recognizing her outstanding performance and significant contribution to ADB operations in different categories of teamwork, achieving results, multi-functional team leadership, innovation.
