As part of the SDTC-GOV, Hyun Chang covers ADB’s engagement with SOE reform, public financial management reform, and debt management of ADB. 

Hyun Chang has led and supported the projects aimed at improving the public sector reform frameworks and supporting the regional department’s preparation and implementation for country specific projects. Hyun Chang is promoting the regional TA for Kiribati, Nepal, and Samoa to strengthen the institutional capacity for fiscal management financed by the EAKPF. He is also supporting the debt sustainability enhancement program under the ADF-13 as a SDCC focal to enhance the capacity for debt management. He has accomplished totally reviewing 134 papers and provided comments and technical suggestions since he joined the ADB in August 2020.  

Prior to joining ADB, Hyun Chang has worked in public sector for 16 years in Korea, and mainly focused on SOE reforms, fiscal reforms and management, and budgeting in central and local governments. Particularly, Hyun Chang has an experience of working for the presidential special committee with central government staff and fiscal management experts to establish the public financial management reform framework including MTEF, fiscal rules, and FMIS to strengthen the fiscal and debt sustainability. He collaborates with companies and power generation SEOs to promote the renewable energy project to contribute sustainable development and response to the climate change effectively.  

A national of Korea, Hyun Chang obtained a Bachelor of Public Administration at the Korea University, followed by a Master of Social Sciences in Public Policy at the University of Waikato, New Zealand.
