Day 3 – Session B1: Innovation and Regulation: Money and Payments in the Digital Era

Akber Datoo, Founder and CEO, D2 Legal Technology
Akber Datoo is the CEO and Founder of D2 Legal Technology (D2LT), a global consultancy helping financial institutions, regulators and FinTechs unlock business value through legal data and technology. Recognised by the Financial Times as one of the “Top Ten Market Shapers” in the Intelligent Business Awards, he advises on digital assets, payments innovation, and electronic trade documentation.

Akber is Co-Chair of the Technology and Law Committee at the Law Society of England & Wales and Professor of Law & Technology at the University of Surrey, where he teaches Financial Services Regulation, FinTech Policy, AI, and Cyberlaw. He is the author of Legal Data – Banking & Finance (Wiley, 2nd edition forthcoming 2025).

With a career spanning technology and law - beginning as a technologist at UBS, before practising as a financial services lawyer at Allen & Overy - Akber combines technical depth with legal expertise. He holds a First Class degree in Computer Science from Cambridge University.



Wei Siong Lim, Vice President for Public Policy and Government Affairs, Mastercard
Wei Siong joined Mastercard in June 2014 and is Vice President, Government Affairs & Policy. In his role, Wei Siong advises the company on government and public policy matters and drives public policy engagements with government authorities in the region. He also manages relationships with a broad range of third-party entities such as business chambers and associations, consumer groups, NGOs, institutions and thought leaders, to profile the company and raise public awareness to the value of card 
and digital payments.Prior to joining Mastercard, Wei Siong was with Harley-Davidson and British American Tobacco. He started his career as a civil servant in Singapore. During his 10-year service with the Singaporean Government, he was privileged to have served for four years as a diplomat based in Jakarta advocating for the interests of Singapore-based companies.

Wei Siong graduated from the National University of Singapore and holds an MBA awarded by the Leeds University. He speaks a few languages, enjoys reading, travelling and music.



Benedicte Nolens, Head of Innovation Hub Hong Kong Centre, BIS
Bénédicte Nolens is Head of the BIS Innovation Hub in Hong Kong, where she leads initiatives on fintech, regulation, and central bank innovation. She previously held leadership positions at SC Ventures, Circle, and the Hong Kong Securities and Futures Commission, and began her career in investment banking at Credit Suisse and Goldman Sachs. Recognized as a thought leader in financial innovation, she has shaped policy and market frameworks around blockchain, digital assets, and sustainable finance, driving collaboration between regulators and industry at global scale.


Sung Kyun Son, General Manager (Head of Global Business), Fintech Center Korea
Sung Kyun Son is General Manager (Head of Global Business) in Fintech Center Korea (FCK) under Financial Services Commission. He works closely with overseas fintech associations, financial institutions, MDBs home and abroad. He is in charge of Global Business to promote and enhance overseas fintech partnerships around the World. 

Before joining Fintech Center Korea, he was in charge of organizing Korea National Pavilion in MWC Barcelona, Shanghai, ITU Telecom World and Global ICT Partnership Programs in KAIT, under Ministry of Science and ICT. He is a frequent moderator and speaker in fintech and ICT related seminars in Fintech Center Korea.

His interest areas are Fintech, SME internationalization, SME competitiveness, Korea ICT and Fintech Industry.



Peter Fizelle, Advisor and Head of Cybersecurity and Compliance Unit, ADB
Peter Fizelle leads Cyber, Information Security and Technology Resilience at ADB, focused on enabling the business to pursue leading digital transformation strategies, while reducing risk to the organization and increasing operational effectiveness and resiliency. He has many years of experience in information security and technology within banking, government, managed services, and Defence. Prior to ADB, his roles in banking included technology and risk management roles at Commonwealth Bank, ANZ, UBS, RBS, ABN-Amro and Deutsche Bank.


Luke Boland, Head of Fintech Asia, Standard Chartered Bank
Luke Boland is the Head of Fintech Asia at Standard Chartered Bank, where he leads partnerships with fintechs across ASEAN, South Asia, and Greater China. His focus is on cross-border payments, APIs, FX solutions, virtual accounts, and digital asset infrastructure. Under his leadership, Standard Chartered has partnered with companies like PayerMax (to streamline cross-border merchant payments) and FalconX (to expand institutional access to digital assets). He plays a key role in driving the bank’s fintech strategy and innovation agenda in emerging markets.
