Tomofumi Yano, Senior Deputy Director, Financial Services Agency of Japan
Current Responsibilities
From July 2025 Mr. Yano is working as Deputy Director of the Sustainable Finance Office, working on measures to promote sustainable finance such as the Asia GX Consortium, Impact Consortium and carbon credit market.
Work Experience
Prior to his current position, Mr. Yano has eleven years of experience with the Ministry of Finance Japan (JMOF) engaging in a broad range of fiscal and financial policy work such as budget planning, JGB investor-relations (IR) and development finance.

Eugene Wong, Chief Executive Officer, Sustainable Finance Institute Asia
Eugene Wong is the Chief Executive Officer of SFIA, an independent institute established to catalyse ideas on Sustainable Finance at the policy level in ASEAN, as well as propel action in support of those policy ideas. SFIA is currently the Host of the ASEAN Taxonomy Board. Eugene was previously the Managing Director, Corporate Finance & Investments of the Securities Commission Malaysia (“SC”). He also served as a member of the Audit Oversight Board in Malaysia and was an Adviser to the Malaysian Accounting Standards Board. He oversaw the SC’s ASEAN related initiatives and was a Chair of the Deputies of ASEAN Capital Markets Forum and a Co-Chair of the ASEAN Working Committee on Capital Market Development. Eugene is a Fellow of Chartered Accountants Australia and New Zealand, Fellow of CPA Australia and a Chartered Accountant of the Malaysian Institute of Accountants.
Sayuri Shirai, Professor of Economics, Keio University
Sayuri SHIRAI is a Professor at Keio University's Faculty of Policy Management, where she teaches Macroeconomics, International Finance, and Green Finance and Sustainable Business Management. She also serves as an ADBI Fellow at the Asian Development Bank Institute (ADBI), where she oversees the ADBI–ADB Asian Climate Finance Dialogue—an initiative aimed at promoting information exchange and enhancing understanding of climate-related disclosures and financial policies among financial regulators and central banks in Asia. Previously, she also served as an advsior to Nisshin Oillio Group and Nomura Research Center of Sustainablity. In 2024, she worked as a senior consultant for the Asian Development Bank (ADB), contributing as a resource person to the ADB’s technical assistance for the Women’s Finance Exchange. In 2020-21, she served as a senior advisor at EOS, part of Federated Hermes in London, where she played a key role in providing ESG stewardship services to listed companies in Japan. Her extensive experience also includes serving as a Member of the Policy Board of the Bank of Japan from 2011 to 2016, where she participated in monetary policy decisions. Prior to that, she taught at Sciences Po in Paris and worked as an economist at the International Monetary Fund (IMF). Shirai holds a Ph.D. in Economics from Columbia University.
Satya Ramamurthy, Public Sector Chair, SMBC
Satya is currently Chair Public Sector, Structured Finance Department Asia Pacific at SMBC. Prior to this, he was a long-standing KPMG Partner who served in Global and Regional leadership roles, most notably: Global Co-Head of Public Transport, ASPAC Head of Government & Infrastructure and Singapore Head of Infrastructure, Government & Healthcare.
Samuel Joseph Jebaraj, Deputy Managing Director, National Bank for Financing Infrastructure and Development
Mr. Samuel Joseph Jebaraj joined the Board of National Bank for Financing Infrastructure and Development (NaBFID) as Deputy Managing Director in April 2023. Prior to joining NaBFID, he was Deputy Managing Director on the Board of IDBI Bank from September 2019 to April 2023. Prior to IDBI Bank, he was with Exim Bank for over 21 years in various capacities; last being Chief General Manager.
Mr. Samuel has over 33 years of varied banking experience. He was part of the turnaround team in IDBI Bank. As a whole-time Director, he was directly responsible for the Large & Mid-corporate Groups, NPA Management, Trade Finance, Overseas operations, Finance & Accounts, IT & Digital Banking, MIS and HR at IDBI Bank. He was also on the Board of IDBI Capital Markets Ltd. and Chairman of the Board of Directors of IDBI Trusteeship Services Ltd. and IDBI Mutual Fund Trustee Company Ltd.
During his tenure at Exim Bank, he headed various Verticals such as Corporate Banking, SME, Agri Exports, Loan Recovery, IT & HR. He was the CFO of Exim Bank between June 2014 and October 2017. He had served Exim Bank in various roles at their offices in Bengaluru, Hyderabad, Milan, London & Mumbai.
He is a regular speaker on Banking, Project Finance, Infrastructure Finance, Trade Finance, etc. He was a member of various Working Groups / Task Forces set-up by the Government of India on India’s international trade. He led various international consultancy assignments for Commonwealth Secretariat in London, Exim Bank of Nigeria, Sri Lanka Exports, Saudi Export Agency, etc.
Mr. Samuel is a Honours Engineering graduate in Electronics & Communication from Madurai Kamaraj University and did his MBA in Finance from BIM – Trichy.
