Opening  Remarks

Yingming Yang, Vice President (South, Central and West Asia), Asian Development Bank (ADB)
Mr. Yingming Yang is the Vice-President (South, Central and West Asia) of the Asian Development Bank (ADB). He joined ADB on 15 January 2024. Mr. Yang is responsible for operations in the South Asia Department and the Central and West Asia Department. Mr. Yang has over 30 years of experience in economic development, working on issues ranging from operations to policy making. He has held various leadership positions in the Ministry of Finance of the People’s Republic of China (PRC) and was the Director General of the Department of International Economic Relations. Mr. Yang has in-depth understanding of multilateral development banks, having served as the Executive Director for the PRC at both the World Bank and ADB, as well as the PRC’s authorized negotiator for establishing the New Development Bank. He has also served as a member of the board and council of the Global Environment Facility, the Global Infrastructure Facility, and the Green Climate Fund. While in charge of cooperation between the PRC and ADB at the Ministry of Finance, he actively supported the establishment of the Central Asia Regional Economic Cooperation Program, the PRC Poverty Reduction and Regional Cooperation Fund, and the Credit Guarantee and Investment Facility. Mr. Yang holds a master’s degree in development economics from the University of Manchester and a master’s degree in literature criticism from Beijing Foreign Studies University. He obtained his bachelor’s degree in English language and literature from Hebei Normal University.

Monu Ratra, CEO, IIFL Home Finance Ltd
Mr. Monu Ratra stands at the forefront of India’s affordable housing finance transformation. With over 25 years in the financial sector, he has consistently challenged conventional boundaries to create a business model that is scalable, profitable, and socially aligned.

At IIFL Home Finance, Mr. Ratra has pioneered a technology-first approach that reimagines how housing finance reaches underserved segments. By digitizing the entire loan lifecycle—from onboarding to disbursal—he has made housing finance faster, more cost-effective, and significantly improved customer experience. His innovations have enabled the inclusion of credit-invisible populations, unlocking better credit access for those who need it most.

But for Mr. Ratra, housing is more than a transaction—it’s a tool for social transformation. He has embedded sustainability into the company’s DNA, championing green housing and driving a larger shift towards environmentally and socially conscious lending practices.

A firm believer in the power of purpose-driven business, he is known for pushing the boundaries of leadership in the sector—not just building a company, but shaping an ecosystem that aligns with India’s mission of ‘Housing for All’.

Mr. Ratra’s work is a reflection of his core belief: that real growth happens when scale meets impact, and when business serves both profit and people.



Special Address

Sean Kidney, CEO and Co-founder, Climate Bond Initiative 
Sean Kidney, FRSA, is CEO of the Climate Bonds Initiative, an international NGO working to mobilize global capital for climate action. He oversees green bond development programs on six continents; green taxonomy development by governments ranging from the European Commission to Thailand & Colombia; and policy development for capital mobilization. Sean is also a Professor in Practice at SOAS University of London and an expert advisor to governments around the world. In 2024 Sean joined the GF60 International Expert Advisory Group for Shanghai Green Finance Hub Policy Research.


Panel: Unlocking Sustainable Development Through Promoting a Green Transition

Christine Engstrom, Director General, ADB
Ms. Engstrom is the Director General of Sectors Department 3  of the Asian Development Bank (ADB) effective 28 July 2025.  She leads the Finance Sector Office, Human and Social Development Sector Office and Public Sector Management and Governance Sector Office.  

Ms. Engstrom was previously the Senior Director of ADB’s Financial Sector Office (2023–2025) leading ADB’s sovereign operations to develop financial sectors across developing member countries.  Prior to this, she was the Director of Private Sector Financial Institutions Division for approximately ten years managing a team supporting financial institutions through loans, equity, guarantees, and technical assistance.

Prior to ADB, Ms. Engstrom worked at Fannie Mae, the Overseas Private Investment Corporation, and the International Finance Corporation in Washington, D.C. She has an MBA from Georgetown University and a master’s degree in international affairs from the University of Virginia.  


Dato’ Mohammad Faiz Azmi, Executive Chairman, Securities Commission Malaysia 
Dato' Mohammad Faiz Azmi was appointed the Executive Chairman of the Securities Commission Malaysia (SC) in June 2024 by the Minister of Finance. He was appointed as Board member of the SC in August 2023. 

He was the Chairman of PwC Malaysia for 11 out of his 30 years with the firm. He has over 38 years of experience in the audit and business advisory services in Malaysia and the UK. He was the leader of PwC's Global Islamic Finance Team practice from 2007 to September 2012. He was also PwC's Malaysia's Financial Services Leader and joint Head of Audit and led the ESG and Shariah Investing as part of PwC's Sustainability and Climate Change practice in Malaysia. He retired as a partner and the Executive Chairman of PwC Malaysia in June 2023. 

Much of his recent work has been with the Federal and State Governments involving work related to Accrual Accounting, acting as an Administrator for an airline and certain government entities and being part of the Federal Government National COVID-19 vaccine rollout. He has also been involved in the financial restructuring of government agencies and investigations. 

Dato’ Faiz is a member of the Malaysian Institute of Accountants and a Fellow of ICAEW. He has held the post of President of the Malaysian Institute of Accountants, Chairman of the Malaysia Accounting Standards Board, President of the Kuala Lumpur Business Club and ICAEW City Group Chairman. 

He was educated in Malaysia and the UK and read law at the University of Durham before being called to the English Bar. He is an alumnus of Lincoln’s Inn and a member of the Inns of Court of Malaysia. He is a member of the Worshipful Company of Chartered Accountants England and Wales. He was conferred the Darjah Kebesaran Sultan Sharafuddin Idris Shah (DSIS), which carries the title Dato’ in 2013 by the Sultan of Selangor. He was conferred an Honorary Degree of Doctorate of Laws by the University of Nottingham in July 2016.


Lyn Javier, Deputy Governor, Financial Supervision Sector, Bangko Sentral ng Pilipinas (BSP)* 
After joining the central bank as Bank Officer at the BSP’s supervision sector in 1998, Ms. Javier rose from the ranks to assume the position of Assistant Governor of the FSS’ Policy and Specialized Supervision Sub-Sector in 2021. 

As Assistant Governor, she has overseen the development of supervisory policy and data management, as well as the supervision of financial institutions’ treasury, trust, information technology, and anti-money laundering operations.

Deputy Governor Javier earned a Master of Business Administration degree from the Ateneo de Manila University and a bachelor’s degree in Business Administration and Accountancy, cum laude, from the University of the Philippines.


Jaclyn Dove, Managing Director, Sustainable Finance, Standard Chartered*
Jaclyn is the Managing Director and Global Head of Sustainable Finance Strategic Initiatives in the Chief Sustainability Office at Standard Chartered Bank (SCB), based in Singapore. She combines over two decades of experience in banking, financial markets, and risk management with a strong commitment to advancing sustainability across the financial sector.

In her current role, Jaclyn is responsible for defining and implementing the sustainability frameworks that underpin SCB’s green, transition, social, and sustainable lending businesses. She has extensive experience across EMEA and Asia, with deep expertise in managing corporates, loan syndications, global subsidiaries, and financial institutional businesses, gained through leadership roles at JP Morgan, Barclays, and Standard Chartered.

A passionate advocate for capability building, Jaclyn has contributed to the upskilling of the financial industry by developing forward-looking learning curriculums aligned to the sector’s evolving needs, equipping professionals to embed sustainability into core banking and investment practices.
Leading a multi-disciplinary team across markets, she drives strategic initiatives that advance SCB’s strategy as a Global Cross-Border Affluent Bank with sustainability at its core.

Jost Wagner, Conference Lead Facilitator
Jost Wagner is the Managing Director of The Change Initiative, a facilitation company located in Bangkok and the Chief Navigator of the Asia-Pacific Futures Network In the last 20 years he has advised and facilitated more than 600 workshops and conferences worldwide for organizations such as the United Nations, Asian Development Bank, The German Development Cooperation (GIZ), the World Bank, USAID, but also various governments, NGOs and the private sector onsite and remotely. He is a Certified Professional Facilitator - Master by the International Association of Facilitators (IAF) and a full member of the Association of Professional Futurists.  

Currently he is also the Chief Navigator aka Executive Director of the Asia-Pacific Futures Network – Asia’s largest informal network of futurists in the region.  

Prior to working as a facilitator and futurist, he worked for the German Development Cooperation (GIZ) in New Delhi and the German Embassy in Bangkok.
