Eleazar E. Ricote is a Deputy Executive Director at the Public-Private Partnership Center of the Philippines.  He is a Career Executive Service Officer with more than fifteen years of technical and managerial experience in infrastructure development undertakings in all of its aspects – a) Project Development and Structuring, b) Capacity Building and Institutional Development, c) Policy Evaluation and Formulation, d) Monitoring and Evaluation, e) Knowledge Management and Public Communications.  Eli has a Bachelor of Arts degree in Political Science and a Masters degree in Public Administration from the University of the Philippines. He also took executive courses on infrastructure financing and PPPs from Harvard Kennedy School for Executive Education and Lee Kuan Yew School of Public Policy at the National University of Singapore.  He’s an Outstanding Alumni Awardee of UP’s National College of Public Administration and Governance in 2014 and was named ASEAN Leader in 2016 under the ASEAN Leaders Programme.
