Digital Access to Tertiary Education in Sri Lanka during COVID-19

Universities and colleges in Sri Lanka shifted to online instruction to reduce person-to-person interaction during the pandemic. We draw on survey responses from students, teachers and administrators to assess: (i) which disciplines are most amendable to e-learning; (ii) which technologies are favored; and, (iii) whether the costs (i.e. internet fees, hardware) limit the participation of less affluent students. Results draw on surveys conducted in June 2020 that included over 20,000 students, 2,000 faculty and 300 administrators. The results have implications for policies (i.e. laptop loans, internet fee subsidies) both during a pandemic and in efforts to expand online learning after COVID-19.
